Icoolaw 2025

The 4th International Congress of Lawyers, organized by Kec Group, was held from March 25 to 29, 2025, at the beautiful Lake Bled in Slovenia.

The Congress was dedicated to two key topics of modern lawdata protection (GDPR) and artificial intelligence (AI). Through expert lectures, workshops, and practical case studies, participants had the opportunity to deepen their knowledge and exchange experiences with leading experts in the field of law.

Topics covered at the Congress included the AI Act and its connection with the GDPR, best practices of national legislations from various countries, as well as legal practices affecting the legal sector, with a special focus on digital transformation and its impact on data privacy. Experts from the region and abroad shared their experiences and insights on the challenges of applying the GDPR in an era of rapid technological development. Special attention was also given to the legal implications of artificial intelligence, as well as the opportunities and risks AI brings to the legal sector.

Zdravko Vukić was born in Našice, where he completed primary school and a language-oriented grammar school. He graduated from the Faculty of Law at the University of Osijek, earning the title of Master of Public Administration. He also obtained the title of University Master of Economics at the Libertas International University in Zagreb. Since 2020, he has served as the Director of the Croatian Personal Data Protection Agency and as a member of the European Data Protection Board (EDPB). On June 19, 2024, during a plenary session, he was elected Vice-Chair of the European Data Protection Board. He holds an internationally accredited certificate as a Lead Auditor for Information Security Management Systems (ISO/IEC 27001:2022 Lead Auditor), with expertise in information security, cybersecurity, and privacy protection. Zdravko Vukić is also a member of the National Cybersecurity Council. He has delivered guest lectures on the application of the General Data Protection Regulation (GDPR) at several faculties and universities in Croatia. Furthermore, he was a speaker at the Privacy Symposium in Italy and the Spring Conference of European Data Protection Supervisory Authorities in Hungary in 2023. In 2022, he led the organization and was a speaker at the Spring Conference of European Data Protection Supervisory Authorities, held in Dubrovnik and Cavtat, Croatia. From 2016 to 2020, he served as Assistant Minister at the Ministry of Construction and Physical Planning of the Republic of Croatia, where he oversaw departments responsible for inspection operations, supervision, and the development of information systems. He was also a member of the Civil Protection Headquarters and the Youth Advisory Council of the Government of the Republic of Croatia. He previously worked at a road maintenance company, handling human resources and legal affairs. For eight years within the same company, he served as the Data Protection Officer..

Milan Marinović

Milan Marinović, born in 1963 in Valjevo, is a graduate lawyer with a bar exam. By the decision of the Government of the Republic of Serbia dated August 14, 1998, he was first appointed as a judge in the City Magistrate’s Court in Belgrade and was reappointed to the same position on August 24, 2006. On the proposal of the High Council of Justice, he was elected by the National Assembly of the Republic of Serbia on December 29, 2009, as a judge of the Misdemeanor Court in Belgrade for a three-year term. By decision of the High Council of Justice, he was appointed as a permanent judge at the Misdemeanor Court in Belgrade. He has been a member of several working groups for amending existing laws and drafting new regulations. He has received multiple commendations from faculties for supporting student education and holds diplomas and certificates for training in various areas of law, including the Law on the Protection of Whistleblowers, the Law on Preventing Domestic Violence, and EU Asylum and Migration Laws. He is a certified trainer at the Judicial Academy for judges and legal professionals and the author of several works on misdemeanors and misdemeanor proceedings. On December 30, 2009, the High Council of Justice appointed him as the Acting President of the Misdemeanor Court in Belgrade. On May 23, 2014, the National Assembly of the Republic of Serbia elected him as the President of the Misdemeanor Court in Belgrade. On July 26, 2019, the National Assembly of the Republic of Serbia elected him as Commissioner for Information of Public Importance and Personal Data Protection.

Dr. Dragoljub Reljić

Dr. Dragoljub Reljić was appointed Director of the Agency for Personal Data Protection in Bosnia and Herzegovina by the Parliamentary Assembly of BiH, as published in the Official Gazette of BiH No. 77/20 on November 27, 2020. Dr. Dragoljub Reljić was born in Tuzla. He completed primary school and the “Petar Kočić” Gymnasium in Zvornik. He earned his law degree at the Faculty of Law, University of Belgrade. Immediately after graduating, he pursued master’s studies at the Faculty of Law in Belgrade. He completed postgraduate studies at the Faculty of Law, University of East Sarajevo, with an average grade of 9.71 and earned his doctorate with honors. He has published numerous scientific papers in prestigious journals and is the author and co-author of several books and monographs on law. He was elected Assistant Professor in the Department of Civil Law at PIM University in Banja Luka. After completing his law degree, he gained professional experience in various legal roles in municipal, city, and republican administrations, ranging from associate and advisor positions to head of department and assistant director for legal affairs. He briefly served as Acting Executive Director for Legal Affairs at the Electric Power Industry of the Republic of Srpska. Dr. Reljić has also served as Advisor for Constitutional and Legal Issues to the Serbian member of the Presidency of Bosnia and Herzegovina. He has held the positions of Secretary General of multiple legislative bodies in Bosnia and Herzegovina, including the Secretariat of the House of Representatives of the Parliamentary Assembly of BiH and the General Secretariat of the Council of Peoples of Republika Srpska. The Council of Ministers of BiH appointed him to the Legal Team for drafting a legal protection strategy for Bosnia and Herzegovina concerning the disposal of radioactive waste and spent nuclear fuel at the Trgovska Gora site.

Dr Jelena Virant Burnik

Biography

Jelena Virant Burnik joined the Information Commissioner’s office in 2008, initially serving as a Data Protection Inspector. In 2018, she became Head of International Cooperation and Supervision, overseeing cross-border data processing and the Commissioner’s role in the European Data Protection Board (EDPB). Her main responsibilities included addressing data protection challenges posed by modern information and communication technologies, artificial intelligence, digitalization processes, cross-border supervisory cooperation, data transfers to third countries, certification, and awareness-raising activities in data protection. Ms. Burnik has represented the Commissioner in numerous bodies, working groups, and projects, including the Article 29 Working Party, the Council of Europe, the Working Group on Digital Education within the Global Privacy Assembly, and the Safer Internet Council. She is a respected lecturer at various events and regularly publishes in academic and professional journals. She is also the co-author of a commentary on the Slovenian Personal Data Protection Act (ZVOP-2). Ms. Burnik graduated from the Faculty of Social Sciences in Ljubljana in 2007. She obtained her master’s degree in Communication Regulation from the London School of Economics and Political Science in 2008. In 2019, she completed her doctorate at the Faculty of Social Sciences in Ljubljana, focusing on the regulation of behavioral marketing from the perspective of privacy and personal data protection rights. On the proposal of the President of the Republic of Slovenia, Ms. Nataša Pirc Musar, Jelena Virant Burnik began her five-year term as Information Commissioner on July 18, 2024, after being elected to the position on July 10, 2024.

Prof. Dr. Branislav Radulović graduated from the Faculty of Law at the University of Montenegro, obtained a master's degree in public sector economics, and earned a doctorate in public sector auditing. He is an Associate Professor at the University "Mediterranean," where he teaches courses in auditing and finance, as well as a professor at the Faculty of European and State Studies. Since 2006, he has been a member of the Senate of the State Audit Institution of Montenegro, where he has led programs for quality control, standardization, and performance audits. He is the President of the Association of Lawyers of Montenegro and the Editor-in-Chief of the legal journal Pravni Zbornik, where he has published numerous academic and professional papers. He is also the author of Financial Regulation and Control, along with several manuals and publications in the fields of law and auditing. He has served as an advisor in state institutions, participated in drafting legal regulations in the areas of business, finance, and auditing, and contributed to the development of the 2007 Constitution of Montenegro in cooperation with the Venice Commission. Dr Slavko Đorđević is a full professor of private international law at the Faculty of Law, University of Kragujevac. He was born on August 18, 1977, in Kragujevac. He earned his bachelor's, master's, and doctoral degrees from the Faculty of Law, University of Belgrade, with a focus on private international law. He began his academic career in 2001 and was promoted to the rank of full professor in 2020. He has completed professional development programs at several German institutions, including the University of Passau, the University of Tübingen, and the Max Planck Institute in Hamburg.
