Hanne Juncher is the Director of Security, Integrity and Rule of Law at the Council of Europe. She previously led the Council of Europe’s work on combating money laundering and other forms of economic crime and served as Executive Secretary of the Council of Europe’s Group of States against Corruption (GRECO). She also directed the Council of Europe’s work in the fields of justice and legal co-operation, as well as its human rights assistance and awareness-raising activities. Earlier in her career, she worked in the Secretariat of the European Committee for the Prevention of Torture (CPT) and at the Danish Ministry of Defence, where she focused on security policy and international peace operations. She completed postgraduate legal studies at the University of Copenhagen and the University of Essex.

Beatriz de Anchorena is Head of the Agency of Access to Public Information (AAIP), Argentina’s Data Protection Authority, and Chair of the Committee of Convention 108. She graduated in Political Science from the University of Buenos Aires (UBA), has a Master's in Public Policy and Development Management from Georgetown University and National University of San Martín (UNSAM). She is also a PhD candidate in Social Sciences at UBA.

Milan Marinović is the former Commissioner for Information of Public Importance and Personal Data Protection of the Republic of Serbia. Born in Valjevo in 1963, he graduated from the University of Belgrade Faculty of Law and passed the bar examination. Before being elected Commissioner, he had a long career in the misdemeanour justice system and served as President of the Misdemeanour Court in Belgrade. The National Assembly of the Republic of Serbia first elected him Commissioner in 2019.

Dr Dragoljub Reljić is the Director of the Personal Data Protection Agency of Bosnia and Herzegovina. He graduated from the University of Belgrade Faculty of Law and completed his postgraduate studies at the Faculty of Law of the University of East Sarajevo with an average grade of 9.71, where he also earned his doctorate with distinction. He was appointed Director of the Agency by a decision of the Parliamentary Assembly of Bosnia and Herzegovina in 2020. He participates in international and regional initiatives dedicated to data protection, regulatory co-operation and the implementation of new legislation.

Borislav Bozhinov graduated in 2010 with a Master’s degree from the South-West University “Neofit Rilski” in Blagoevgrad. In the same year, he acquired legal capacity to practice law. Mr Bozhinov has more than 17 years of experience in the security and public order services, as well as more than 14 years of legal experience. From 2014 to 2016, he served as a representative in the European External Action Service of the European Commission. In 2023, Mr Bozhinov was the representative of the Republic of Bulgaria at the European Union Agency for Law Enforcement Cooperation (Europol), based in The Hague, the Netherlands. An important part of his preparation for work at Europol related to the processing, exchange and proper storage of individuals’ personal data within the European institutions. During his career, he has completed a number of professional training programmes, including specialised English-language training for work with European institutions at C1 level. Borislav Bozhinov has received numerous awards for his professional achievements.

Axel Voss (CDU), born in 1963, was admitted to the bar in 1994. From 1994 to 2000 he was a citizens' adviser at the European Commission Representation in Germany and from 2000 to 2009 a lecturer in European Affairs at the RheinAhrCampus of Koblenz University of Applied Sciences. He has been a Member of the European Parliament since 2009. There he represents the Middle Rhine region, which includes the cities of Cologne, Bonn and Leverkusen as well as the districts of Rhein-Sieg and Rhein-Erft. He is a member and coordinator/spokesperson for the EPP Group in the Committee on Legal Affairs (JURI) as well as a deputy member of the Committee on Civil Liberties, Justice and Home Affairs (LIBE) and the Committee on the Internal Market and Consumer Protection (IMCO). He specialises in artificial intelligence (AI), digital policy, European data protection and European copyright law. He was the European Parliament's rapporteur on the highly publicised reform of EU copyright law. For the Group of the European People's Party (EPP), he was also rapporteur on the so-called Passenger Name Record (PNR) and the new EU Data Protection Regulation. In the last legislative period, he was the rapporteur for the European Supply Chain Act and for AI.

Dr. José Martínez Vilchis, Commissioner President of the Institute for Transparency, Access to Public Information and Protection of Personal Data of the State of Mexico and Municipalities.

Pam Dixon is the founder and executive director of the World Privacy Forum. For more than two decades, she has conducted original research on the privacy and governance of complex data ecosystems at scale. Her work spans artificial intelligence and machine learning governance, identity systems and health data, and includes extensive field research and policy engagement across more than 85 jurisdictions. Dixon was among the original appointees to the OECD AI Expert Group that drafted the OECD AI Principles and continues to chair the civil society advisory group for the OECD Digital Policy Committee and its AI Governance Working Party. She is also a member of the OECD-GPAI Steering Committee, a board adviser to the WHO Health Data Collaborative, a principal investigator at the NIST AI Consortium and an invited expert to ITU Study Group 17. She teaches global AI policy, data governance and identity ecosystems at Carnegie Mellon University. Her peer-reviewed research on India’s Aadhaar biometric identity system was cited twice in the Supreme Court of India’s landmark Aadhaar privacy decision. She is the author of ten books and a recipient of the Electronic Frontier Foundation Pioneer Award for groundbreaking research on privacy and data ecosystems.

Mr Željko Rutović is the President of the Council of Montenegro’s Agency for Personal Data Protection and Free Access to Information. He graduated from the Faculty of Philosophy in Nikšić and holds a master’s degree in the Sociology of Culture. During his professional career, he worked in public administration, including as Assistant Minister of Culture responsible for media. His publications and professional work focus on media culture, freedom of information, the digital society, artificial intelligence and personal data protection.

Diane McLeod was appointed Information and Privacy Commissioner of Alberta on August 1, 2022. She is Alberta’s fourth Information and Privacy Commissioner. For more than 25 years, Diane has been committed to helping governments, health care providers and businesses protect the access to information and privacy rights of citizens, patients and customers. Most recently, she served as Yukon’s Information and Privacy Commissioner, along with the roles of Ombudsman and Public Interest Disclosure Commissioner. In these roles, she helped to grow the offices, supported a culture of compliance across government and healthcare, and upheld individuals’ rights. Prior to her experience in the Yukon, Diane worked at the OIPC including as the Director of PIPA. She also worked in private practice in British Columbia supporting clients in complying with access and privacy laws, and for the former Calgary Health Region where she was responsible for the administration of FOIP and HIA. Diane has also been a member of a clinical medical research ethics board evaluating privacy risks in research proposals. Diane obtained her law degree from the University of Victoria in 2009 and has been called to the bars of British Columbia, Alberta and Yukon. As Information and Privacy Commissioner, one of Diane’s priorities is to ensure access and privacy rights are prioritized in Alberta’s efforts to diversify the economy through data-driven innovations. This includes advocating for modernized access to information and privacy laws that enable digitization across Alberta’s public, health and private sectors while safeguarding the rights of Albertans.

Jan Škoberne is Public Policy Manager at Wolt, where he works on regulatory affairs, public policy and the position of platform work. Before entering the corporate sector, he was a member of the Slovenian National Assembly and of the Parliamentary Assembly of the Council of Europe. His experience spans European affairs, public relations, project management, sustainability and the green transition. His work connects regulatory requirements with the needs of digital platforms and the protection of consumers and workers.

Nakil Fetai is a lawyer and Director of the Personal Data Protection Agency of the Republic of North Macedonia. He has more than ten years of professional experience in the judiciary, during which he worked at a basic court and handled cases involving the processing of personal data and the protection of sensitive information. As Director of the Personal Data Protection Agency, he is engaged in strengthening privacy and personal data protection, enhancing institutional cooperation and implementing data protection standards in the context of the development of new technologies. He participates in national and international events dedicated to data protection, privacy, the GDPR and artificial intelligence.

Dr Arnold Kavaarpuo is the Executive Director of Ghana’s Data Protection Commission. He has almost two decades of experience in financial technology, banking, insurance, digital financial services, regulatory compliance and strategic management. His work focuses on modernising data governance systems, strengthening regulatory oversight and developing a trust-based digital economy. He is particularly committed to connecting privacy protection with financial inclusion, innovation and the development of digital infrastructure.

Sanja Unković was born in Belgrade in 1975. She graduated from the Third Belgrade Gymnasium and the University of Belgrade Faculty of Law. From 2004 to 2011, she worked in the banking sector in legal affairs. She joined the Office of the Commissioner for Information of Public Importance and Personal Data Protection in February 2011, where she worked on inspection supervision in the field of personal data protection. She is an accredited trainer and lecturer in personal data protection. By a decision of the National Assembly of the Republic of Serbia dated 25 March 2021, she was elected Deputy Commissioner for Information of Public Importance and Personal Data Protection.

Dr. Aida Kamišalić Latifić is an Assistant Professor and Researcher at the Faculty of Electrical Engineering and Computer Science, University of Maribor and a member of Laboratory for geospatial modelling, multimedia and artificial intelligence. She has more than twenty years of experience in research, teaching and project work. She is one of the pioneers of the EduCTX initiative, which won the 2019 eAward (eNagrada) for the best project in computer science and informatics. She has co-authored several scientific papers published in reputed journals and is the co-owner of an invention in the field of blockchain technology. In January 2020, she was awarded the title Women Engineer of the Year 2019 in Slovenia. Over the past four years, she served as State Secretary at the Ministry of Digital Transformation of Slovenia, where she was responsible for the information society and the development of digital solutions. She is an expert in digital transformation and public policy design in the fields of digitalization and artificial intelligence, with a strong focus on the strategic and responsible adoption of technologies in the public sector. Her work bridges technological innovation with ethical, legal, and societal considerations, advocating for a human-centered approach to technology. Dr. Kamišalić Latifić actively collaborates with academia, research institutions, industry, and civil society organizations, contributing to discussions on digital sovereignty and the future of digital governance. She places particular emphasis on trust, security, the protection of vulnerable groups, and the responsible use of artificial intelligence.

Francesco Capparelli is an Italian lawyer admitted to the Rome Bar, specialising in cybersecurity law, data protection, digital regulation and information security governance. He is President at the Italian Institute for Privacy and Data Valorisation (IIP) and Chief Cybersecurity Advisor at ICT Cyber Consulting. He advises multinational companies, large organisations and regulated entities on GDPR, NIS2, DORA, the Cyber Resilience Act, the Italian National Cybersecurity Perimeter, business continuity, cyber risk and incident governance. He is a Certified Ethical Hacker and a qualified Auditor and Lead Auditor for major international standards, including ISO/IEC 27001, ISO 22301, ISO/IEC 20000-1, ISO 37001, ISO/IEC 42001 and ISO 9001. He also holds CIPP/E, CIPM and Europrivacy certifications. He holds two Master's degrees from LUISS University of Rome: one in Competition and Innovation Law, specialising in Privacy and Big Data, and one in Cybersecurity, specialising in Artificial Intelligence and Biometrics. He regularly teaches and publishes on cybersecurity, data protection, AI governance, digital identity and operational resilience.

Peter Mesarec is the founder and Director of SEOS AI, a company that helps organisations integrate artificial intelligence into everyday business processes. He has delivered more than 500 workshops, internal training sessions and strategic AI implementation programmes in over ten countries. His work focuses on the practical implementation of artificial intelligence, process optimisation and the creation of measurable business results. He is the author of “The AI Execution System”, a book dedicated to helping organisations move from experimentation to the structured adoption of AI.

Nikola Čučilović is an information technology and cybersecurity expert with 20 years of experience in law enforcement, during which he has focused on applying modern technologies to policing and security systems. He serves as Deputy Head of the Technical Directorate within the Police Directorate of the Ministry of the Interior of the Republic of Serbia, where he manages operations and contributes to projects involving high-tech crime, digital forensics and the use of special investigative measures. He completed undergraduate studies in computer engineering, a master’s degree in high-tech crime and specialist academic studies, with a particular focus on artificial intelligence, its potential misuse, blockchain technology and other contemporary technological challenges. He lectures on the short study programme “Cyber Law” at the University of Belgrade Faculty of Law. He holds numerous internationally recognised professional certifications in information technology, cybersecurity and cryptocurrency investigations, including Microsoft Certified Solutions Expert, EITCA Information Technologies Security Programme (EITCA/IS), CompTIA Security+ and Chainalysis Reactor Investigator. Since 2020, he has been a member of the Government of the Republic of Serbia’s Co-ordination Body for Information Security and has contributed to national working groups drafting strategic documents on combating high-tech crime. He is a member of the Council of Hub201, a research, development and education centre connecting the public sector, industry, academia and start-ups to foster innovation and strengthen cyber resilience. He speaks English.

Cosimo Monda is the Director of the European Centre on Privacy and Cybersecurity at Maastricht University’s Faculty of Law. He leads an interdisciplinary team of researchers, professors and experts working on data protection, fundamental rights, transparency, confidentiality and information security. He has extensive experience in European Union affairs, professional education, certification programmes and international project management. He graduated in Law from the University of Bologna and worked at the European Institute of Public Administration before joining Maastricht University.

Prof Dr Hielke Hijmans is expert in fundamental rights, EU law, privacy and data protection, with extensive experience, mainly across the national administrations of the Netherlands and Belgium and within the European institutions; part-time professor of International and European Data Protection Law at Vrije Universiteit Brussel. April 2019- May 2026: President/Director of the Litigation Chamber and Member of the Executive Board of the Belgian Data Protection Authority. Author of The European Union as Guardian of Internet Privacy: The Story of Art 16 TFEU (Springer 2016), based on doctorate thesis. Before, he worked as consultant (e.g. at Centre for Information Policy Leadership (Washington, London, Brussels) and Considerati (Amsterdam)), at the EDPS, mostly head of policy unit, the CJEU (Cabinet Geelhoed) and at Ministry of Justice in The Hague (Legislation Directorate).

Dr Srđan Krčo is the founder and Director of DunavNET, a company specialising in the design and implementation of IoT solutions and products for smart cities, agriculture and industry. He has more than 20 years of experience gained through developing 3G telecommunications networks at Ericsson, advancing IoT technologies and solutions in Europe and worldwide, and participating in numerous international research projects under the FP7 and Horizon 2020 programmes. He currently leads the Horizon 2020 TagItSmart project, which develops IoT solutions for consumer products using printed sensors. Srđan is one of the founders of the international IoT Forum, an active member of the Alliance for Internet of Things Innovation (AIOTI), a member of the organising committee of the international IoT Week conference, and the initiator and organiser of the senZations summer school, which has focused on IoT technologies and applications since 2006. He has published more than 70 papers in international journals and conference proceedings and holds approximately 15 patents. He has spoken at numerous IoT events worldwide. In 2007, he received the Innovation Engineer of the Year award in Ireland. Since 2017, he has been an Associate Professor at FEFA Faculty in Belgrade.

He is also the founder and President of Osservatorio 679 and works in education, risk assessment and data protection compliance verification. He has participated as an expert and speaker at international conferences organised by data protection authorities.

Denis Tul is a lawyer, founder of LawIT and consultant in IT law, data protection, artificial intelligence law, intellectual property and cybersecurity. He graduated from the Faculty of Law for Commerce and Judiciary in Novi Sad with an average grade of 9.72. He completed his master’s degree in Human Rights at the Faculty of Political Sciences, University of Belgrade. He works as an expert adviser to companies, public authorities and law firms and lectures at professional and corporate training programmes.

Aleksandar Mastilović is an internationally recognised expert in digital transformation, artificial intelligence, telecommunications and smart-city development. He has two decades of experience in 5G technology, telecommunications market regulation and the digitalisation of public administration and business. Since 2021, he has worked with the Chamber of Commerce and Industry of Serbia and the Centre for Digital Transformation, with a particular focus on AI adoption in small and medium-sized enterprises. He has served as a consultant and adviser to international organisations, investment funds and digital development projects in more than 30 countries.

Igor Jurić is the founder and Director of the Centre for Missing and Exploited Children. Born in Subotica in 1973, he was a football player and coach in Serbia and abroad before becoming involved in child protection. Following the tragic death of his daughter Tijana, he dedicated himself to improving child safety, preventing violence and reforming the response system for missing minors. He has launched numerous educational and prevention programmes on online child protection, peer and sexual violence and the safe use of digital technologies.

LL.M Pjerina Mema (Gaxha) holds the position of General Director for Personal Data Protection from 2021 at Albanian Information and Data Protection Commissioner. She has a long experience at the Commissioner’s Office, where she has been working since 2011. Former Director of Directorate for Personal Data Protection in the years 2015-2021. Previously, she was part of the Directorate of Administrative Investigation and the Directorate of Legal Procedures and International Relations. She graduated as a lawyer and holds a master’s degree at the Faculty of Law, University of Tirana. Holds also a master’s degree in Public Administration (MPA), from the Faculty of Economics of the University of Tirana. She is an attorney at law licensed from the National Bar Association in 2007. Previous working experience as part of the legal sector in public institutions and the private sector, such as Property Restitution and Compensation Agency, Ministry of Culture and Tourism, etc. Has a working experience at the Ministry of Justice, Madrid, Spain at the Department of International Relations. Also, has long experience in the field of human rights with her professional engagement at the Center for Integrated Legal Services and Practices, as a lawyer and as/advocate in two UNHCR and Terre des Hommes projects. Holds the certificate as TOT on human rights from the Albanian School of Public Administration (ASPA) and OSCE. She is an adjunct lecturer at the Faculty of Law, Tirana University.

Dr Alexandra Delaney-Bhattacharya has served as the Isle of Man’s Information Commissioner since September 2024. She brings extensive experience in regulatory delivery, international engagement, and cross-sector collaboration, having held senior roles at the UK Information Commissioner’s Office and the Digital Regulation Cooperation Forum. Prior to entering the regulatory sector, Alex worked in management consultancy, supporting clients across the United Kingdom and Switzerland. Alex holds a PhD in Media and Cultural Studies. Her current focus is on ensuring the Isle of Man remains aligned with international data protection standards, supporting organisations through clear advice and collaboration, upholding the rights of the Island’s residents, and promoting the responsible adoption of emerging technologies. She also co-chairs the Common Thread Network (CTN). Outside of work, Alex enjoys spending time at home on the Isle of Man with her two fluffy cats.

Tine Kračun is the Director of the Institute for Strategic Solutions (ISR) and the founder and Editor-in-Chief of “The Adriatic: Strategic Foresight”. He leads projects that connect businesses, public institutions, international organisations and experts from the Adriatic and Western Balkan regions. He regularly moderates discussions and strategic forums dedicated to geopolitics, economics, sustainability, energy and digital transformation. His work focuses particularly on regional co-operation and the development of long-term strategic solutions.

Ivana Vrviščar, a member of the Management Board of Pošta Slovenije, has gained extensive experience during her 25-year career in corporate and international environments, across different industries and in sales, marketing, customer care, business development, operational efficiency, procurement, distribution and logistics. Her work places particular emphasis on leadership and people development, change management and the optimisation and improvement of business processes. Maria das Dores Jesus Correia Pinto is an engineer and Chair of the Board of Angola’s Data Protection Agency (APD), the national authority responsible for supervising and regulating personal data processing. As head of the Agency, she contributes to the development of the regulatory framework, international co-operation and the strengthening of privacy and personal data protection in Angola. Since 2023, she has also served as Vice-President of the African Network of Data Protection Authorities (NADPA–RAPDP). She actively represents Angola at international events dedicated to data governance, artificial intelligence, cybersecurity, digital privacy and the independence of supervisory authorities. She also helped establish the Network of Portuguese-Speaking Data Protection Authorities by signing the Lisbon Declaration on behalf of Angola. Before joining the APD, she held senior positions in information technology, communications, documentation and data processing within Angola’s public administration. She is a co-author of the professional paper “Current Challenges of Personal Data Protection in Angola”, published in 2024, which addresses legal, technological and institutional challenges, artificial intelligence, big data and the need for alignment with international standards.

Atty. Jose Amelito S. Belarmino II, MSc is Deputy Privacy Commissioner of the Philippines’ National Privacy Commission, with the rank of Undersecretary. He specialises in data protection, regulatory compliance, cybersecurity and digital forensics. He graduated Magna Cum Laude in Speech Communication from the University of the Philippines Diliman and earned his law degree from San Beda University. As a Chevening Scholar, he completed a master’s degree in Cybersecurity and Digital Forensics with distinction at the University of Westminster. At the National Privacy Commission, he previously served as Chief of Staff to the inaugural Privacy Commissioner and as Acting Executive Director, contributing to the development of the national data protection system and international co-operation. Before returning to the Commission, he was Director of Global Privacy for Europe, the Middle East and Africa at Marriott International. He has passed the bar examinations in the Philippines and California and teaches data protection, electronic commerce and digital regulation.

Nevena Praizović holds a master’s degree in the Economic Analysis of Law and is Head of Legal at Ananas Ecommerce d.o.o. She has fifteen years of professional experience in e-commerce and consumer law. Until July 2021, she worked at the Ministry of Trade, Tourism and Telecommunications, spending eight years as an adviser in the Consumer Protection Sector and more than two years as a senior adviser in the Digital Agenda Development Department. She actively participated in drafting the legislative framework for trade, electronic commerce and consumer protection. She has experience implementing EU IPA consumer-protection projects, including legislative project components, training and workshops for businesses, employees of competent institutions and media representatives. She has many years of experience presenting new legislative solutions and has spoken at numerous professional consultations, legal forums, seminars, workshops and specialised in-house training programmes. She is the author of numerous professional legal articles and commentaries on trade, e-commerce and consumer protection, as well as an academic paper on compliance and risk management in trade, published in 2026 in the Journal of the University of Belgrade Faculty of Law.

Dr Polona Pičman Štefančič is a Slovenian legal and policy expert working at the intersection of law, artificial intelligence, digital governance and technology ethics. At the Ministry of Digital Transformation of the Republic of Slovenia, she works within the Directorate for Digital Society and contributes to national policy and international co-operation on the responsible development and use of artificial intelligence. Her work includes the legal and ethical frameworks for AI in public administration, Slovenia’s national AI ecosystem and co-operation between research institutions, the public sector and business. She has presented Slovenia’s AI priorities and activities at national and international forums, including work connected with the implementation of the EU AI Act and the development of the country’s AI strategy. She holds a doctorate in law, lectures in Slovenia and abroad and is an author and co-author of several books. Before joining the Ministry, she directed the Rea IT Research Centre and represented Gartner in Slovenia.

Marko Štefančič, MBA, is the Director of the Slovenian National AI Competence Centre, where he leads activities aimed at accelerating the responsible and effective adoption of artificial intelligence in business, public administration and society. He has more than 30 years of experience in the IT industry, including senior roles at Gartner in Slovenia and Central Asia. At the National AI Competence Centre, he coordinates a broad national consortium that connects companies, research and educational institutions and the wider innovation ecosystem. His work focuses on helping organisations move from isolated AI pilots to safe, systematic and measurable implementation in processes, products and services. The Centre serves as Slovenia’s central entry point for expert support, knowledge transfer, training, practical use cases and co-operation on artificial intelligence.

Dragan Milošev holds a Master of Laws degree. He graduated from the Faculty of Law at the University of Novi Sad, where he also completed master’s academic studies in law. He has passed both the bar examination and the attorney examination. He continued his professional development at the Faculty of Security Studies, University of Belgrade, where he completed the study programme “Protection of Classified Information and Business Secrets”, specialising in business secret protection. He also completed the professional development programme “Cyber Law” at the Faculty of Law, University of Belgrade. He holds internationally recognised certificates in information security management, privacy protection and risk management, including ISO/IEC Information Security Management Systems, ISO/IEC 27701 Privacy Information Management Systems (PIMS) and ISO 31000 Risk Management, as well as numerous other training programmes and seminars in information security, personal data protection and corporate security. His professional experience includes work at the Permanent Mission of the Republic of Serbia to the OSCE, the United Nations and other international organisations in Vienna, where he followed various aspects of international law, including human rights protection. He was a member of the delegation of the Republic of Serbia at the 2015 OSCE Ministerial Council in Belgrade. He also gained legal experience as a trainee attorney in Novi Sad. Since 2019, he has been employed by NIS a.d. Novi Sad, where he works on business secret protection and personal data protection.
